I have the honour to forward herewith

oopy and translation of a letter dated 18th April

last which I received from the Mayor of Canton

complaining of the recruiting of Chinese labour in

China for Jamoa by Messrs. Gibb, Livingston and

Company of Hongkong. I duly forwarded the translation

to His Excellency The Governor of Hongkong and I

enclose a copy of his reply dated the 36th May last.

2. I have not as yet communicated to the Mayor

the substance of this reply, because I entertain some

misgivings as to whether the attitude of the Hongkong

Government is entirely defensible from the point

of view of international law.

3. The Canton authorities protest against

Hongkong firm being allowed to recruit in China

labour for Samos in any other way than in accordance

with the procedure laid down in the Anglo-Chinese

Convention of 1904. His Excellency The Governor

has replied that in this instance he does not

consider the Convention applicable as the labour in

question is not shipped from 'the open ports of

China' but from Hongkong, although recruitment does

actually take place in China,
